We, the undersigned European
Revenue Officers, beg to bring to the notice of the
Government the present state of affairs as regards
the Outdoor Staff of the Import and Exports Depart-
-ment which has recently given them occasion for
much concern, and to make their submissions in con-
-nection therewith.
2. The European Revenue Staff
at present consists theoretically of

Senior Revenue Officer

Temporary Revenue Officers
In actual fact there are only
17 Revenue Officers, and 4 Temporary Revenue Officers.
3. The scale of salary for
Revenue Officers is a twelve year one,£260 to £430
by varying increments. Prior to 1930 officers have
been considered eligible for promotion to the posts
of Chief Preventive Officer and Senior Revenue
Officer. In 1929 the Government decided to recruit
the present Chief Preventive Officer from the home
Customs. At that date no officer other than Mr S.J.
Clark, Chief Preventive Officer, then due for retire-
-ment,could claim more than 10 years service as a
Revenue Officer, and the Government very rightly
